Why are Tennessee electrical sockets placed upside down?

Most states now require electric outlet be placed with the ground lug on top. Stupid as it sounds, the idea is that it you slide anything metal down the wall or around the top of the outlet, you would hit the harmless ground lug first.
How do you mean upside down. Three prong receptacles should be ground (round prong) on top. The wide slot is supposed to be to the right.
When or why people decided to install them the other way up I don't understand. Old wiring manuals show them as I have described. I have almost always seen them looking like little faces though. I even put them in like that myself because it is what is expected.
Because they were in a hurry to get done and go fishing.
By upside down you mean with the ground up top? Electrician dun it. It is wrong safety wise as when (if it should happen) that a cord is partly pulled out that if the motion outward continues, the ground is the last prong to lose contact.
Losing the ground before the others have lost contact would then make you the potential ground - deadly.
They are flippable. Just like light switches.

It's not just Tennessee. I live in a townhouse that used to be military housing and every one of the outlets are upside down.
Have yet to figure out why. My grnadson is changing them since he's an electrician.
The reason you always hear is about something falling in there and hitting the hot and neutral. STUPID. But it's the reason they give.

Different strokes for different folks. You justify why, I don't know of any code, telling which way the ground is to be positioned.
