Go to Lowe's or a hardware store & tell someone who's working there what your plans are & they can help you. You will need a drill , wrenches, etc.
For the concrete you will need rawlbolts and a tungsten or sds drill bit, for the metal you need a hss drill bit and self tapping screws, local hardware will help out!
Tapcon's are the way to screw into concrete. You Drill a hole (hammer drill helps) then put your tapcon in. Works great

If you go to the gutter section of you local big box store they have self tapping screws just for guttering.

best way is to use raw bolts of the right size.drill hole so that the raw bolt just fits in then tighten this will hold it down. as for your gutter extensions why not use a good plastic PVC glue solution. good luck
metal and concrete drill bits, also a really good hammer drill for the concrete, you'll need it.. also get some cement mix in case yopu make the holes in floor a little to big... you can use it to anchor the bolts into the floor. When the cement dry's, place washing machine on the bolts to secure it ..hope it helps...
Take a masonry bit, 3/8" is good, drill the holes in the appropiate locations. About an inch and a half deep will be good. Now , take a piece of treated wood about a foot long and one half inch square, and drive into the holes until it stops. Cut or break off flush. Now simply drill a slightly smaller pilot hole than you normally would, and use any screws you happen to have. The screw will expand the wooden plug and grip very well.
