My neighbor is using my water outlet without permission. Is there a way that I can turn that outlet off?

I would call the city and file a complaint and then ask them that question also . You might need to call the cops and ask also but I think the city is where you do need to go
There are devices that you can put on outside water faucets that will lock it. When you want to use it, you unlock it.
You have to get permission first to the city council then they will give you the instruction to do so.
Check with your local home improvement store - I believe I have seen a type of locking valve you can put on the outlet. I don't think you can turn off just one valve. You might be able to disconnect it, but if you ever want to use it, you'd have to go to the trouble to put it all back together.
This is your neighbor and short of moving, you can't get rid of him. I wouldn't start a feud if there is a simple solution to the inconsiderate boor.

Oh my gosh, this happens to me frequently, and I am so non-confrontational. Yes, there should be a valve somewhere in your house underneath the spiggot. Mine is shut off, I also had to put a lock on my gate. People never fail to amaze me.

You can by metal caps for outdoor faucets. Buy one and use some JB Weld to adhere it to the faucet. Your neighbor won't be using it again.
You need to have a plumber install "a cutoff switch" which should not be too expensive.
I would be finding a way real quick if I were you. follow the line to the basement and see if the is a turn off valve or ask you local water company to do it for you. Then go charge part of your water bill to the neighbor

Yes, put a valve on the pipe feeding that outlet inside your house! Or buy a faucet that has a padlock on it, or build a box around the outlet and put a lockable door.
