Space between floor and baseboard shoe molding?
Question:whats the best way/product to fill in the gaps between where the bottom of the wall baseboard meets the wood floors (the floors are old and a bit wavy, thus there are some gaps created and I have a funny feeling bugs and cold air can get in from underneath) ***Please note the base boards already have shoe molding. The gaps are beneath that. I have been recommended caulk or bits of insulation hammered in.

If the wood and shoe has been painted then yes applying a matching caulk CLEANLY would be the best way to fill the wavey gaps. remember the most important thing about caulking is a good damp, not wet rag or spong to wipe your finger on as you wipe down the excess caulk, also the finger should be damp so the caulk will not stick to it, but glide under it. If it is all stained wood, not much you can do but live with it.
Caulk is the best way to go. However, make sure that the type of caulk you use is NOT the really hard type. You want it soft enough to be able to expand and compress with the wood. You may want to use that spray foam insuation.
Silicone caulk is clear and will expand and contract with temperature and humidity. It will not be as noticable being clear and will not harden and crumble.
Its relatively inexpensive at your local home improvement store and easy to apply.
tell me what the floors are made of and I can tell you.
