Answers:
Pva is an adhesive agent, it will seal surfaces, cover the dust/dryness and stops the surface taking water out of the adhesive you are sticking with (plaster, tile adhesive, mortar etc). Dot and dab is a phrase used for dry walling (which is wall covering instead of plastering, use dry wall adhesive to stick plasterboards to the wall, instructions for both are on the containers, it isn't easy, but easier than plastering, use a long straight edge to make sure the board is pushed back flat, don't board right to the floor, use cut offs to keep board up from floor to prevent dampness. Good luck.
