Answers:
Get a metal Christmas tree stand and 4 tent stakes. Put the hanger into the stand and pound the stakes with the hooks over the legs on the stand.
why can't you put it in the ground?
i would maybe get somekind of stand that will hold cement and cement in in.
Buy some lumber and a mounting base that is steel and will hold the pipe for the clothes rack, and make a wood base and screw the steel base to it.
HERE'S THE ANSWER:
I imagine you have a concrete patio or something preventing you driving t he stake into the ground. In the alternative try this... At your local big box hardware store (Lowe's or Home Depot?) or any big garden supply... even Wal*Mart, you can get a heavy cast iron stand meant for holding those enormous "market" umbrellas on the deck. They have a very wide foot print to avoid flipping over in the wind and they have an adjustable locking bolt to secure any kind of umbrella. If they hold that big sun umbrella, they will have no trouble with your bras and panties.
