You need to dig out the ground, usually they use a small bobcat earth mover. Then you have to put sand down before you put the pool up.
You'll of course have to dig up any sloping areas, but then bring in some washed sand to place under the pool area, use a 4 x 4 or 2 x 4 with a rope attached to each end to drag back and forth to do basic leveling-- if you have a small kid, have them stand on the board while you drag it around.
sure find all low spots, fill in with sand, all high spots shovel down to make it low and fill with sand.it will take 2 people minimum to do this use long peice of wood like 2x12
Run a string level across the pool area and drive a stake on the low side and mark it. Then run a row of bricks or cinder block around the low side, building them up to the stake mark as a retaining wall. Fill the area with play sand minimum 6" deep, drag a long board across to even out. Cover the sand with black plastic tarp to stop grass growth then place the liner on top. No digging required.
