I wouldn't even bother, If you are in an area that has frost in the winter your washing machine will freeze up and be ruined, and it would take a lot of insulation, or heating to prevent this.
First check your county building codes. See what is required. Its much cheaper than having your house red tagged and going to court to pay a fine. There is always someone who will report you for not having a building permit.
There are a couple of ways you could do this, first decide if you want it in timber or block, as a diy'er I suggest timber. Use OSB board with treated 3x2" timber studs. Also timber would be classed as a fitting and not fixture so you should not fall foul of any building regs but you will have to get a sparky to sort electrics under the new part P. to get the builders round to sort it should be aprox £800 to £1200
It is probable that you will not require planning permission but you should still check with your planning department. You may need Building Regulations approval and you should check that also.
