Stepping down from 220 to 110v?
Question:I have an unused outlet in my laundry room that I want to attach a semi permanent outdoor circuit to. I want to build a circuit outside for lighting in my trees power tools a radio and sometimes my 220 volt welder. Oh and I also want to just plug it into the existing 220v circuit without changing anything to that circuit. Any hints?

First thing, before you make any modifications is to look at the amperage draw on your welding machine and see if the circuit breaker in your existing 220V circuit will handle it. A 220V dryer is usually on a 30 amp breaker.
Your 220 wiring should have black, white, red and green insulation color codes. The black and red are hot lines, the white is neutral and the green is ground. Splice into one hot and the neutral to get 110V.
Double the amperage on any appliances plugged into this 110 branch to calculate the load on the breaker.
A sub panel with separate breakers is a good idea and I will naturally assume that your are going to use GFCI's and size your cable to code. Good luck.
Setup a small subpanel with two breakers in it.
One for your 110v circuit & the other for your 220v circuit.
If these circuits are going to be used outside, then you may as well install GFCI breakers to give you the protection you may need.
if you take the advice the first two answers gave you will be ok
Call an electrical contractor.
If it were me, I would install a 110v outlet right next to the 220v. You can wire it right off the 220v and have both available.
