What are Melamine boards/surfaces?

Question:Is this a particle board with a plain or painted surface.
If so is it sandable and paintable?

Melamine is a coating that is put on surfaces to give a durable finish that cleans easily. Often used in cheap cabinets, bathroom paneling, etc. It can be used on many different types of materials, but particle board and fiberboard are the most common. Melamine is usually put on very thin, so sanding will remove it completely. It is difficult to get paint to stick to it.
