Is there anyway to refinish or change the look of white particle board furniture?

I assume you're talking about the stuff with the slick, plasticy finish (melamine)? If you paint it, the paint will peel right off. You'll need to first sand it with about a 50 grit sandpaper to scuff the finish, giving the paint a tooth to grab on to. Then prime it with a high adhesion primer. This will create an undercoat that you can then apply regular paint to, and actually expect it to stay on for more than a week.
You can paint it and add different decals to give it great new looks. There are a lot of new decals which are very simple to use and can be changed out often.
You could glue some pieces of tile or colorful glass to it and grout it... and make a mosaic, you could use any colors you want. It would make it kinda heavy though.

3. Make a collage, then spray a finish on it
4. Glue tile to it, mosaic, or pre-patterned
5. Wall paper it, textured is nice
6. Glue fabric to it, like covering a chair
7. Never buy another piece of particle board furniture again, the best change of all!

Refinishing it might not be a good idea, particle board as you know it breaks down once you strip the paint sans stripping the glue thats responsible for the board's structural integrity, and also sanding particle board disposes tiny particles of sand that is highly harmful if inhaled (chemicals from glue paint and such)
So i guess painting would just be your next option, try looking at faux painting.
