How difficult is it to install a switch and ceiling electrical box for a light fixture?

you will have to cut in a wall switch box in the wall that you want it in
than go up into the attic and drill a hole tho the top plate right above the switch box and run the wire to the ceiling box to where you want to install it
it all depends on the situation. If you have attic access then it is much easier. vaulted ceilings make things more difficult. I would say with the proper research and the materials on hand the average joe could do that in a day.

If you've got attic access, it's a breeze. But even if there's a second floor above you, you can do it if you don't mind cutting/patching/repainting a few holes in the drywall.
It sounds like you don't have any experience with electrical wiring, so I'd STRONGLY recommend that you get a DIY book on wiring at your local home store. As another poster said, there's a potential of serious injury and damage, from eletrical shock and/or fire, if you mess anything up.
