Ive built a tall unit to house a double oven and 2 drawers do i need a shelf between top drawer and oven?

usually units for built in ovens have fixed shelves both above and below the oven. Some fitted ovens still actually have feet and require to sit on a shelf. The heat from the oven should not transmit and cause a problem as the carcase is actually flammable itself and the oven is designed to be enclosed by it, with air circulation created by the ovens own fitted vents.
Yes you need a shelf or divider . This will protect the contents of the drawer . never put paper bags .or any flammable items in a drawer below an oven .

I'd suggest a "shelf" no matter that the ovens are on the bottom, but might look into one that was more heat/fire resistant than the substance of the cabinet.
Concrete backer board or a pad such as used under a small, in house wood stove are two materials I'd investigate. The shelf itself is just a divider. It need not be seen or have any other purpose but to better insulate whatever the drawers will be used for.
