How can I installing a horizontal air conditioner into a window that opens vertically on a small budget?

you will prolly have to take the window out. but try to turn the ac to fit just put some kind of tubing on the hole where the water comes out and direct it a differrent way and put some wood in the window with a 2x4 holding it up get some 90 degree angle brackets and fasten that sucker in there
one of the manufacturers actually builds a window unit designed for the vertical windows... I seem to remember it's built by Fedders, but I may be wrong... check their web site.
