Overall shield drainwire short with individual pair shield drain wire is acceptable or not?

The cable you describe is similar to Belden's 8162 to 8185 cables. Look at pages 44 and 45 on the following catalog section:

Belden says that these cables are suitable for RS-232, RS-422, and digital audio applications. To answer your question, yes it is acceptable.
