Try Coca Cola and a scrubbing brush. It gets rid of most other drive stains.

What you need is a powerful soap like lye with another soap mixed in to help it rinse, like dish soap.
Mix the lye at about a pound per gallon, and put a generous amount of dish detergent in as well.
Flood it on.
Brush with a stiff bristle brush.
let it soak several hours.
brush some more.
Rinse with a power washer if you have one.
If there is still a red stain after this.
Rinse with vinegar.
Let it dry.
Paint it black.
Or just cut to the chase and paint it black anyway.
