you need to clean it with a solvent that will take the glue off. you can go to your local hardware store. i would also clean the glue off with Windex when i take down wallpaper to save money. you have to get all the glue off the wall before you do your next step of finishing the wall. make sure what ever you clean with the solution is hot. you can mix some of the Windex with boiled water to get it off easy. you need to get a mud knife to scrape the glue off the wall. also make sure you put old towels on the floor to catch your run off. you also need to use a spray bottle. you do not need to soak the wall just mist it and leave it sit for few minutes and mist again. good luck and it takes time so have patience. make sure that after you are done that you skim a light layer of sheet rock mud over any areas the may have been torn from removing the paper. do put the mud on thin it will make sanding easy. the heavier the mud the more sanding and mess you have.
You can probably buy cleaners made especially for that, but I've heard that vinegar and warm water works.

Go to Lowes or Home Depot, they have a spray cleaner that will take all the glue off. Spray, scrape. Then just wash the wall and your set. Unless you want to paint and there is no primer on the wall. You guessed it, primer, then paint. Sorry I know Pain in the Butt!!
Very simple: being in the remodeling business we used "diff" you can get it at Home Depot, it's for this purpose and very easy to use. You mix one bottle with boiling water and put it on with a sponge mop. It takes the paper and glue off right away, then simply rinse, there's no smell and no volatile liquids to contend with.
I'm very surprised so many people go to such lengths when there are so many easy ways to remove wall paper. We've, and other contractors, have been using "diff" for years, it makes wallpaper removal very easy.
