What are the guidelines to use in order to determine how much bleach to use in a kiddie pool?

The guidelines are to maintain free and total chlorine levels of 3-5ppm at all times in the water.

However, most "kiddie" pools contain less than 3,000 gallons of water. These small environments can be difficult to control because while the chemistry adjustments remain constant the concentrations of organics changes extremely fast. One bather in a small environment can disrupt the chemical readings in less than 5 minutes. Over crowd a small pool and you can end up with huge problems in a short amount of time if you don't maintain it properly.

Get an Inexpensive Chlorine test kit from your pool supplier.
If you want to chlorinate instead of just changing the water, you will find that the chlorine evaporates quickly with sun and splashing (aeration) A test kit is quick and the only way to really know how much chlorine is left. You want 1-2ppms Chlorine.
You could just charge it with bleach once every day-about 1/4 cup per 50 gallons should do it.
You already have some good answers, but one thing that was not mentioned is that household bleach has a very high pH and is irritating to the eyes if you get the concentration to high in the water. You would do better to replace the water each time or use a standard pool chlorination method as described in one of the earlier answers.
I used to por about 1/4 cup of bleach into the kiddie pool---just enough to kill the algea. never knew there were guidelines
