Cheap and effective is Mineral Spirits, with no damage to the painted finish. A soft cloth or gentle, woven dish washing scrubber helps.
One of these "Goof Off" or "Goo Gone" is petroleum based and may damage the painted surface. Certainly the ingredients are stated on the containers.

I just removed from my truck, peel off carfully and use Goof off , you can buy this at any good hardware stoe Be ready to spend a little time GOOD LUCK
You could try soaking it with Googone or WD40
With an air dryer, get it hot and stick and then scrape it off, not a nice jab!
I like the hot air suggestion, you may also try "Naval Jelly". This is a strong acid. Another solution might be oven cleaner, (caustic), if your sign will fit in the oven, (Requires a certain temp. to work I think).
