If it is just bare metal not painted and it is latex paint. because if it is it might just wash of with hot water. depends on how pourous the metal is. I have redone kitchens and doors in older homes where the hardware had been painted over and just washed all the paint off with really hot water. otherwise you are going to have to try something like goob off.
yes and if it dulls it a bit just use aluminumn polish to shine it up
If the paint's already dry, no. You'll need to get a product called Goof Off. You might check the label though, I think Goof Off only dissolves latex paint. If it's dried oil-based paint I know 3M makes a stripper for that.
