Answers:
You need to go to an electric supply store, and tell them you are needing a meter loop with pole for an RV service drop. Once all of that is installed, the power company will come out, install a transformer, run cable to your meter loop and stab a meter for you. Your new RV service drop will require a 30A single pole breaker. Most power companies won't install a meter unless this whole affair is done by an electrician.
sounds more like a trailer park
Need to know the amperage and voltage your RV requires.
Meter, service riser, panel, RV receptacle. Either a 30 amp, single pole breaker, or a 50 amp 2-pole breaker.
For the most part it is not a DIY project.
You will have to get the local utility company to provide you with a meter & disconnect.
Depending on your location they may allow a licensed electrician to extend power from there to your RV location & install proper proper breakers & "shore power" hookup .
Considering safety a secure , locked enclosure may be required by code.
Your insurance carrier may be the one telling you what to do.
Best regards
