Where can I buy a porcelain base to install UNDER the toilet commode?
Question:base is about 4 inches in height and is installed first after that the toilet commode is installed ON TOP of the porcelain base

I have been working on toilets(water closet) for over 25 years in both residential and commercial and I have not ever heard of what you are talking about.. If it exists I would like to see it. I would suggest looking in and around the toilet for the manufacturer and contact a plumbing supplier as I believe this will be a special order. I could be wrong and would welcome any information on the subject too.
There is no such beast. If you want a higher toilet buy an ADA approved model or something labeled "comfort height".
I have also never heard of this. Even if there is such a "base", how is the flange installed, on top of the base, and then the toilet on top of that? You may want to go the more conventional route of buying a "comfort height" toilet. I think that any new toilet installed should be comfort height and elongated bowl, nothing but good reviews.
