Home Depot -

Buy a quart (small white tub) of "Cement"

Pour the dry brown powder onto surface, then pour 1/4 glass of water on top, and mix.

It should look like cake icing.

Too thin? Add more cement

Too thick? Add more water

If you only want a small quantity, buy a bag of cement mortar mix from your local DIY centre and follow the instructions. (Basically, add water)

Don't lay a thin layer on top of the old concrete. It will crack through. Break up the old stuff and lay a thick layer.

PS You'll also need to buy a trowel.
I think you mean how to make concrete, go to the home center and buy the appropriate type of premixed Quickcrete, mix with water and away you go. Note on the previous answer, mortar is something you lay brick of block with, it is not concrete. Get the stuff called topping mix and follow the manufacturers instructions.

If you really want to make Portland cement (the grey powder in concrete), you find the right source of clay, heat it to a very high temperature in a kiln and grind it to a very fine powder.
Most large hardware stores sell a premix of cement, sand gravel etc.
All the end user has to do is add water and stir well to mix all the stuff together.
Do not add to much water as that will make the mix too thin and runny.
There will probably be instructions on the bag of mix.
Be sure to damped the existing concrete before putting down the new stuff.
you can buy ready mixed self levelling cement resin or if you need a screed mix 1 part cement to 4 prts sharp sand most diy shops will give you the information you need if just mix cement and water it will just crack hope this helps
you don't need cement (fire will destroy cement) --- you need "Schamott" - (I found the following translations from German fireclay - hotpotch - medley). You mix it with less water as possible and fill the whole and let it completly dry. Wait two or three days before you make fire.

You do not make cement! You buy a bag of cement and mix one part of cement with two parts of sand and four parts of fine gravel(a.k.a. aggregates) Then you mix in enough water to make it the consistency of condensed milk. This is concrete! That is what you use to cover the broken surface. But yoou must remove any loose bits first. As someone else said yoo can probably buy ready mixed concrete which only needs water added but that is expensive except for nvery small quantities.
Ideally it should be concrete which includes gravel but it will need to be at least half an inch thick for this,
if you just need to do a thin screed of cement then get 3 or four shovels of building sand & 1 shovel of cement mix both together DRY...make a small well in the center of the mix and add water gradually shovelling the dry mix from the edges into the center till it sticks together nicely do not overwet it!
As you only require a small ammount then try a DIY store they should sell small bags of Ready Mix that should do you nicely
.All the best Smiffy.
In addition to what everyone else has said, Wickes or B&Q have information leaflets with step-by-step instructions. Or ask in store for advice (but I wouldn't do that on a Saturday!).

Have a look at Wickes on-line descriptions for what you want:

I managed to resurface & tile my bathroom floor by myself last year and I had never done anything like that before.
Hi, sounds to me,you have a fun project to do! To me this would be a great opportunity to make an awsome fireplace hearth. You could put down stone, tiles,or brick,or you can add texture and color to ordinary cement. Concrete in it's simplest form consists of cement and fine particals of stone(sand and pebbles) known as aggregate. The dry ingredients are mixed with water to create a chemical reaction with the cement, which binds the aggregate into a hard dence material. You can buy cement-sand and aggregate mixed to the required proportions-for making concrete. Choose the proportion that best suits the job you have in mind. Concrete mix is sold in various size bags up to 100 lbs. Most Homecenters or Hardware Stores sell them. For the job you are doing,I think you should ask for the Ready-Mix. Make sure you don't ask for plain cement, unless you plan on adding stuff to it.Before adding water, make sure the dry ingredients are mixed compleatley. Use ordinary tap water.Impurities and salt contained in river or sea water are detrimental to concrete.Calculate the amount needed by multiplying the width by length of the area your putting it down in.You'll need to have a couple of Trowels ,use a Pointed Trowel and a Finishing Trowel, and also a Corner Trowel which is used to finish off the edges. If you need extra help with this, feel free to e-mail me. I've helped my Dad many times laying concrete. From driveways to sidewalks,to BBQ's and block deviding walls. Good luck and think a little more about adding color, stone, or something different to your concrete for your own unique look! Bye
3bags of self raising flour, two eggs, and a dash of salt!
Obtain an old coal bag, Buy fine building sand, Buy a small bag of portland cement. Scoop into the bag i part cement 3 parts sand so as to fill the bag one third full, Toss bag around until thouroughly mixed DRY.
Put into bucket add enough water to go sloppy, you have the perfect mix, NEVER FAILS. and NO mess
go to a local builders merchant and get a fosroc concrete repair sysyem , it is a water based concrete / mortar repair system that comes in a bag just add water and trowel over the top to a smooth finish, i am a mason and have used it many times its very simple and has simple instructions on the bag . good luck
thought of tiling it
for a hard wearing surface mix some GRANO dust in with some sand and cement with a mix of 2 sharp sand,1 grano and one portland cement, the mix should end up like thick porridge ,once mixed apply some pva [wood glue]to the existing surface then apply the GRANO mortar mix and smooth off with a trowel.
Buy cement in ready made bags. Add water according to instructions. Have your wife put the concrete on with a spatula as if she were icing a cake. (I would use a little less water as this surface is not conducent to this project.
mud and water and mix!!!!!
and voila!!!
