What should I use to clean wood that has already been painted prior to painting again with a new color?

Use a mild solution of TSP (Tri Sodium Phosphate). You can get it at any paint store. Use rubber gloves. Rinse with clear water. It will remove any oily, greasy surface.
You coud also use an orbital sander w/ about 180 grit sandpaper. It will clean and also give some "teeth" for the new paint to adhere to.
Strip it with turpentine.And make sure it is smooth by lightly sanding it before you repaint otherwise you wont like the results.
EDWARD H K is right. The TSP and light sanding is the path of least resistance here. Stripping is a huge waste of time and money if your not trying get back to the original wood.

To clean surface. Go over with a wire brush and scraper and remove and loose flaking paint, then TSP, then sandpaper, then (if you don't know what kind of paint was put on - latex or oil- alykd primer, wait 24 hour, then a coat of slightly thinned top coat(brushed or rollered on), wait 24 and then a full coat of top coat.
Yes, if you are just repainting over it then there is 'no' need to strip to the wood or sand to the wood.
If it is already painted, just wash it with warm water or add a mild detergent to the water. If you use other cleaners, theres a chance that the paint wont stick that good to the old paint. Especially if you use a cleaner that might have oil in it.
Easiest way and proper way is to get yourself a liquid sandpaper called "Wil-Bond" just wipe the surface and paint, TSP is a good cleaner BUT you better make sure you rinse well or it leaves a film and your paint won't adhere well, plus it's messy and how we did it 20 yrs ago, Good luck Les the painter
