Not sure what effect you want to achieve in the basement. In our home theater we covered the walls with fabric, and have carpet on the floor. Upholstered furniture absorbs sound as does foam, styrofoam or batting.
If you add lots of shelving like bookcases that will absorb the sound. You can also add Soundwall, Drywall or metal stud frames that will absorb sound and vibrations but I think bookcases is the cheapest way to go.
Put fiberglass insulation in the ceiling between the joices. cover with drywall -- it's cheaper than anything else
If the basement is already finished and you want to soundproof it just build false walls on top of the existing walls and ceiling using 1x4 stock. Inside the false wall you can use insulation or baffles to reduce noise. Cover with sheetrock, tape, mud, paint and you're done.
Collect used egg cartons from friends; Staple or glu them to cardboard and nail to the joists; Also get the 4x8 sheets of foam insulation (blue board) and put that up. Goes a lot faster that way.
