If you go to Home Depot, you will find a package of sandpaper with a variety of grades. It is set up to assist you with the proper way to sand -- from toughest grade to smoothest. Once you have completed the sanding then you will need to wipe off all the dust. I personally like to wash it then let it dry for a few days. At this point the chair will be ready for staining or painting. I personally prefer staining which you can also find at Home Depot. This is not an easy task and depending on how much time you have to put into it; it can take anywhere from 2 days to 2 weeks. If this is something you enjoy doing, I would invest in a small sander (it makes a world of difference).
check out the DIY website or the HGTV website. You can use a medium then a fine grit sandpaper to scuff the existing paint. Use a good latex primer then have fun. You can spray paint it, but you'll have to do it outside and make sure you have more can's than you think you'll need...and plan on two coats if you want it to look really good. Otherwise using a good paintbrush will always work. Have fun! And if all else fails, talk to the guys that work at Lowes or Home Depot...they always have great suggestions and are very helpful with home projects!!
Whoa lil gal. Just get spray paint and follow instructions.
