How can I permanently attach furniture to a concrete floor?

Question:We have a ladies' powder room in our church, and massive wall damage is happening from women pushing the chairs and loveseat against the wall. We already have a chair rail, which is a different height than the chair backs.

The floor is carpet, no padding, concrete underneath. I've seen hotels in the past permanently bolt (or glue?) furniture to the floor, and would love to do this.

Answers:
drill a whole in the concrete where you want to attach the chairs.

Install a piece of wood running across the chair from leg to leg
screw these into place.

Get a anchor bolt to go through the wood that you just installed and tighten it down

this will secure the chair to the floor, for a better appearance counter sink the bolts in the wood and install plugs

get some gorilla glue and itll hold the chairs an such to the floors.. but wouldnt it be easier to get some foam padding.. and use some material on it..then hook onto the walls where the backs of the chairs would hit?? this way you can change the chairs or move them when you need to clean.. havent ya noticed in most motels and hotels their not as clean under the furniture??w ell thats because theyve bolted the furniture to the floors and cant get to it

and yes u cna use cement screws for this as well...
Personally I would change the height of the chair rail. Failing that use the small angle brackets available in any hardware store. Put them at the back of the leg where they wont be seen and fix to the floor using screws and wall anchors.
