Most definitely. A plumber came to fix my sister's and my toilet one day, and "hair" was the reason he gave for the clog.

A small amount, say from brushing your hair, definietly no. The trimmings from a hair cut I suppose could under certain circumstances cause a blockage but it is most unlikely.
