To get rid of the popcorn ceiling, spray an area with water and just start scraping. Just make sure you cover the floor to catch the popcorn. It will be dusty and messy. My boyfriend did this to our place last summer and worked like a charm.
It's a very messy job. You get them wet (with a hose or something) and scrape them off. Once it's all off, paint it.

Clear the room of what you can. Many plastic painters' sheets, using painters' tape to edge the to the ceiling. Also use plastic sheets to cover the floor.
Then, all you have to do is wet it a bit. Use a spray bottle with water only. Don't oversaturate, or you will make more of a mess than necessary. Using a putty knife, scrape the wet nastiness off, letting it make a mess on your plastic. This should be surprisingly easy and quick. Be sure to take it down smooth, to the ceiling substructure.
Let dry. Clean up.
Then, put on a new ceiling covering.
First get a wide blade drywall tool 12" or wider and simply scrap off the popcorn..
Next I would sand any rough spots or any popcorn left behind.. If there are any gouge marks in the ceiling you will have to use a little drywall mud or spackling to fill them up and sand them smooth.
Then you are ready to paint....
It is a bit messy but does not take that long if it is anything like the ones I have done...
