Sikkens is the best, if you cant get that, get some Cabot stain.
Hot water and a pressure washer, or if you have mold you might want to try a mild bleach and water solution to clean it, then rinse and let dry completely before staining. Use a water repellant stain that won't make the boards slippery.
I work at a Fence company that installs Decks and wood fencing. The company uses a mixture of 1/2 bleach and water to get the deck ready for a good stain or sealent. If you stain you will have to water seal over the stain. Or get a colored sealent. The sell them in many colors at the local hardware store. Also a sponge mop works wonders to apply the stain.
TSP, Bleach and water, then rinse with power washer.

Bleach water and a long plastic brush. As for stain, anything works, I just do not recommend dark colors, heat. We use cedar color. Roll it on very thin, rather have too little than too much. Hand rub the rest, keeps away the runs. Soft cloth dipped in stain and rub. If it doesn't have a roof,, you might consider not staining and water treating with Thompson's. We swear by WalMart brand of everything paint. Be sure to shake well or have WalMart do it the day you are going to stain
Stp is the best cleaning solution. As for stain it depends on whether or not it has been previously stained or new and whether it is treated lumber. Sikkens or Sansin make the best stain. It's always best to sand down before staining, you want to make sure the stain will penetrate.
