I wouldn't recommend it. You should remove the old tile first and then put up new tile.
yes as long as existing tile is fixed solid to. Give all tiles a tap & listen if they sound hollow, if so remove the lot , if they are ok you need to clean all tiles to remove any grease or dirt with a good de-greaser then scratch all existing tiles to give a key for new adhesive to bond to. Once fixed allow to dry for 48hrs before grouting.
