Answers:
Homosote works very well and Celotex makes a product called sound board. Soundboard comes in 4'x8' sheets and cost about $15 a sheet and can be glued on to anything with construction adhesive.
I heard if you do a double layer of sheetrock on the ceiling that will work.
if you want cheap then you're not going to do it now to sound proof any thing is with insulation and Styrofoam sheets the size of ply wood then sheet rock it's not cheap but it's the best way
What ever you decide to use be sure it's fire protected. Some of the low price ways will burn easy and give off very harmful fumes as it burns. There was fire in a night club a few year ago that burned and killed several people because the owner use cheap sound products.
