I would check with the contractor that poured the concrete. You might have to wait for a few weeks. You can use any concrete sealer. Your local building supply can recommend the proper kind. It is available clear and there are some concrete stains that can be tinted. Good luck.

Are you talking about inside the basement or outside? The outside of the basement, if underground , is covered with a tar like material to prevent water getting into basement.
It should not be necessary to paint the inside of the basement unless you want to do it for aesthetic reasons.

Concrete actually cures for many years, so the longer you can wait, the better. In dry regions, you are sometimes advised to keep the concrete moist, at first , to prevent fast drying and cracking. However, then there is a construction schedule, which usually does not allow very much waiting. Ask your concrete supplier, he can fill you in on the cure time and/or moisture levels. Check your local laws, but usually I like to waterproof [ can be damp-proof in a high & dry situation ] the footing and then the walls, up to grade level. You dont need to seal a basement It is indoors and only gets foot traffic. If you want to paint it. If your talking about the walls go ahead. If your talking about the floor its probably a bad idea. It will surely peel when it gets wet.or scrape up from daily use. I guess you can stain it but ive never done it .I think it lasts longer than paint.
