Without knowing the "foot print" size; you have a few options. If it's a small kit shed type they sell framing and flooring. I prefer a slab, at least 4 inches above ground level.

You can craft your own framework from treated lumber, add supports, marine ply, or treated sheathing.

All the storage buildings that I have ever scene are concrete.
Dig down about 6 -8 inches where you are going to place it. Build your form to the specs of the building base, plus approx. 2 inches each side of building.

Depends on what kind of storage building you have. Those aluminum ones that you buy and put together yourself have an optional galvanized floor kit that you bolt together then attach plywood to. You could always just build a frame out of pressure treated wood then attach plywood. It all depends on how much work you want to put into it, how much money you want to spend and what you're trying to store. If you're only storing lawn and garden items in the shed, you really don't need a floor anyway. :)
