No. Surfaces painted with oil based paints are more durable and clean up better. The down side is that painting with them takes longer to dry and makes brush cleanup more difficult. With the high quality of latex paint, I'm not sure why anyone would use oil base for residential indoor. As with all paint, you will want to make sure you have some ventilation, but it is very safe.
Yes you can but why would you want to go through the hassle? Any sheen paint (Eggshell, semi-gloss) is durable. As long as it's got the sheen to it you'll be able to wash and scrub it, that's a good quality paint besides what abuse will a ceiling take, maybe a splatter here and there, you'll be able to wipe clean. Oil based paints are very yesterday as far as interior painting is concerned. I use latex on everything anymore. As far as ceilings, I reccommend flat white due to the fact having to clean a ceiling is rare, and the satin and semi gloss always seem to cause too much glare. I've been painting for over 20 years and just finished my house a short while ago. If you have a textured ceiling, be sure to use a heavy nap, probably 3/4" roller. Wear as little as possible because you're going to be covered with paint from drips off of the ceiling, and your skin is easier to wash than clothing. I personally hate painting ceilings.
You're going to save yourself a lot of money this way, though.
