Duct Tape is one that I have seen used a lot. I know I used it to reinforce a wallet that was falling apart and I know a bunch of guys that I went to high school with who made their own wallets out of duct tape. And to speak to its durability. I have a male friend who made a duct tape suit and a female friend who made a duct tape dress.

Clear extra strength packing tape
I think you are talking about packing tape, and that is pretty durable stuff. Have you ever tried to rip a piece when opening a package?
I have a purse made of red duct tape. I don't use it often, but I love it.
You can buy clear vinyl. It's the same stuff that the clear plastic tubing is made of. It comes in different mills (thickness) and is cheap, waterproof and will hold up to almost anything. You can probably even find a clear vinyl floatation toy for $1-$2 and have enough material to make a few wallets. If you want something that will last, I'd definately go with some cheap clear vinyl.
