Here's a few links I found. Some offer free advice with stuff you can find around the house and some offer kits that let you create your own designs and are pretty inexpensive. Hope this helps.

This may be a little out there but here goes. What you need is a flexible band of metal, like the kind that they use to bind concrete onto pallets. It's thin, sharp and the right width. You need four tools: A tin snips (straight-line), a drill with a 1/8" bit, and a riveter (Arrow makes an inexpensive one, about $20, and you can get it at the home center), and a needlenose pliers. You cut the strapping about 16" long, then bend it with the pliers into the desired shape. Overlap the ends about 1/2" and, holding them in place with the pliers, drill a hole through both ends at once. Rivet them in place, and voila! Cookie cutter. Get fancy and add a handle if you want. Oh--be sure to wash the strapping well.
