I believe you will find that the smallest window a/c unit will run 9000 btu and is 120v ac..that would be the minimum you could get that would cool one small room
The smallest I've seen are around 5000. They do a good job on one room.
If you are talking about a unit that runs on 120 volts then that means the motor will have to be an 8.33 amp motor.
If you are talking about a unit that runs on a 240 volt line, then that means the motor will have to be an 4.16 amp motor.
Both cases will use 1000 watts, so if you are looking for one that uses less than 1000 watts, look at the voltage and get a unit with a smaller amp draw for that line voltage.
However, I've never seen an AC measured by the energy it uses, I've always seen them measure by the BTUs they produce.
