What would i use to prevent a window break in? I want a clear film of some sort to prevent shattering...?

Window Films will not really prevent shattering, but rather they will hold the glass in place , usually in one piece. The thicker the film for this requirement the better. Puncture strength is critical. You should also consider having a dealer apply a thick bead of Dow 995 around the perimeter of the glass and frame or gasketed area.
Security films also are available in tinted versions including silver reflectives (privacy) and ceramic and non reflective films like Vista Window Films. http://www.vista-films.com
Adhesive backed shelf paper will work. Just press it on, use the hammer to break the glass, and be careful climbing in. Make sure there is no dog with big teeth waiting in the house.
Such films are available, but expensive. Talk to a commercial glass company. If it is for residential use, steel bars are more cost effective.

Not sure if that exists but if it does it would be made by 3M who make all kinds of films for shatterproofing windows up to bomb blast...a determined burgler will probably be able to get in anyway but it would slow him down...

Interesting question. The first thing I would do in plant a rose bush or cactus under the window. The bush will keep someone from walking up to the window and busting it. Now go get a Rottweiller (looks like a Doberman on steroids), and make his bed under that window.
