Soy-gel works great!

realy no quick way, use a good paint remove gel, put it on the the parts and cover with plastic to keep it from drying, wait a few hours then the paint should come right off
Like what was said already a good paint remover, also a sander.rent a heavy duty floor sander from a home improvement store.
If the paint is near the edges, there is pretty much no easy way of doing it. your best bet will be to go and get a small hand held sander. preferably one like the "black and decker" mouse. It is shaped like a traingle and will get close to the wall. Be careful in how much you sand as you don't want to create low spots in the wood next to the wall.

have you thought about removing the treads to clean them? This will make the process of sanding much faster.
Sand them down to the original finish. Nothing else will come close to this as it does the job quick and you can get sanders that catch the dust.
