Yes. You will need to go to a Jeweler and either buy or barrow a diamond impregnated drill bit. Then drill a hole in the bottom of the snow-globe. And just put your refill liquid back in and use a quick drying epoxy to cap off your little hole and tada. However if it is not an antique I would gust enjoy it as it is. cause diamond bits are really expensive.
