Depending on the globe.. it may be as simple as inverting it, peeling the felt off and then pulling rubber stopper to be able to put more water in.
Some will be a real mess to open up...

Yes. You will need to go to a Jeweler and either buy or barrow a diamond impregnated drill bit. Then drill a hole in the bottom of the snow-globe. And just put your refill liquid back in and use a quick drying epoxy to cap off your little hole and tada. However if it is not an antique I would gust enjoy it as it is. cause diamond bits are really expensive.
