Both 1 and 2 offer valid clues. You can achieve a smoother transition with a template, then transfer the rounded pattern to what laminate pieces will be installed.

There are multiple ways to do this: Stiff Kraft paper pressed to the area, scored with a spoon handle even: OR buy a tool made for contour tracing. It kind of looks like a very fine, metal tooth comb: OR as I often do, I have a length of rubberized, coated flexible material, allowing it to conform to a shape, remain in that shape, then allowing me to trace that shape to whetever I'm cutting.

You don't state this, but on the base of the stair riser, is there any kind of molding? If so you should be removing that and all base molding anyway to install flooring; then replace to take care of any OOOPS that might happen in any cutting.

can't get a good idea without seeing what it looks like, but if it's how I imagine, your best bet it to use a band saw and some steady hands to cut the laminate in the proper shape that you need. I'd measure, then draw the line on the laminate before you start cutting, to make sure you get a clean fit. Good luck :)
a scrolling jig saw will work best. make some cardboard strips the same size as your flooring and use them to make templates for each peice. mark the flooring wth a sharpie and cut with your saw. you should allow a small gap for expansion. you can caulk this gap with a colored caulk to match the flooring. GOOD LUCK!
