In the City of Glendale CA, can I build a 100 sq. ft. structure on my empty lot with no permit?
Question:I want to build a writer's cottage and sleep there on occasion. I'd also like to know if I build a larger structure, what restrictions will have regarding a garage or lack thereof?
Will I be able to put plumbing in the 100 foot structure with no permit?

You need a permit to build anything in any city in the U.S.,
which includes plumbing and electricity.

CHECK with the city like they suggested (often they have pre-printed worksheets in the office)--do not do this without the required permits or you can be forced to remove the structure and the fact that you will sleep there brings into play egress safety codes.
you can not get any utilities installed without a permit!
