I apologize if this sounds like overkill but here's what I would do. Depending on the size and desired quality you could trim down the steps. Whatever you do make sure your surface is clean and dry.
1. Sand to remove any small surface imperfections. make sure to sand the panel grooves. A couple passes with a folded piece of sandpaper will do.
2. Fill the panel grooves with drywall mud using a wide mud knife. (you could use wall spackle but drywall mud and knife will make the process much faster) Also fill any other surface imperfections.
3. Sand smooth the filled areas. (Since the mud layer will most likely be thin you can use a blow dryer to speed things up without fear of cracking.)
4. Apply a primer such as KILZ (there is an odorless version which is pretty good) or equivalent sealer to the areas you filled. Also apply to any other stained area (inks, oils, etc)
5. Sand each primed spot to a smooth surface.
6. Wipe the panel surface with cleaning agent used by painters. This process will remove any grease or oils and ensure the paint will stick. I recommend TSP (tri-sodium phosphate) which is a commercial grade cleaning agent. A LIGHT mixture of soap and water will also be ok.
7. Paint away. (depending on the room location you may consider using an egg-shell paint as the slight texture will help hide surface imperfections)
NOTE: you could also add texturing step to help hide the panel grooves.

If you don't want the lines of the paneling you need to fill in with puddy and let dry. Then primer the walls let dry. Then paint. I know it sounds like a lot but the primer will help the paint job in the end.
you will spend more time trying to fill in the gaps and get it sanded and prepped than you may have skill or time. You could use a sealer like KILZ and then float the lines with a drywall compound, sand and float out again and repeat until smooth. You might be better off removing the paneling and putting up sheetrock or some other wallcovering. The shortest and cheapeast way is definately not always the best way.
