Is it better to sand down holes that have been filled in other than using a sanding paper?

When filling holes in interior walls use easy sand filler, it must say easy sand on the packet/box. You can then overfill and sand flat/smooth, easily:-) Some fillers set far to hard for interior use, they are like granite, and ridiculously hard to sand. Even if this doen't answer your question, it's one of the best tips I can give you :-)

what dipsticks,wire wool is good, if you are after a really polished finish,general sanding down is the only way,i make english longbows so i know a little bit about finishes
If you are refering to sheetrock/drywall, you can wet sand instead of using sandpaper. Wet an old sponge or and old t-shirt works great. Wipe down the spackle/drywall compound until it is even with the wall.

We use this method on repairs in homes. Eliminates all the dust from sanding with paper or electric sanders.
Use an electric sander these are very cheap now. You just attach a strip of sandpaper and away you go just remember to keep the sander flat on the wall or else you will end up with dips in the wall. I find by using a slow side to side motion this stops it taking to much off in one area. They cost between 15 to 20 pounds. Focus or any other DIY supplier
