I ran across this hand painted ceramic bird......?

Question:I was told it is from Hallmark. The person who gave it to me said he owned it for about 15 years. He does not know how long the person he got it from had it. The artist : Elias Regin P. and it was made in Mexico. Can anyone give me some info on this. I have researched many sites to no avail. I am looking for actual information, not suggestions for places to search

If it does, it's from the valley of the Rio Balsas in central Guerrero, Mexico.

If the ceramic bird was hand-made and the piece is in good condition, it might be worth something to a collector.
