Question is what type of finish? If they are a laminate with particle board inside you cannot. if that is the case all you can do is primer and paint. If they are natural wood, and stained you will have to sand. If natural wood and painted then any paint remover will do the trick

Use the stuff that looks orange, and is people and pet safe, its like a paste, goes on and then you use a putty knife to remove, then go with a minwax stain you color choice of course, then 2 coats of a varnish and they will look as good as new.. Good luck
