They are made so that they keep the wax in the middle. The manufacturers probably realise how messy it is if left unattended and its less likely to cause a fire.
It depends on the brand of candle. Many candles now are made from a base of parafin wax, which makes them essentially dripless. Instead of dripping, they will melt down and reform so that they can be melted again the next time you light the candle. It makes for less mess, and the candles last longer this way. (Which is also why they are more expensive, depending on the brand of candle)
The candles do not drip because mainly the wick has been selected to burn the correct amount of molten wax according to the diameter of the candle. There are different sizes and weaves of wick available for different size candles. Also the better candles are not just made from paraffin wax but have other waxes and chemicals added to change the burn characteristics. Burn slower, No soot, scented and the like.
