Three ideas for you: storage and organization and color. For storage, you can look into shelves, boxes, furniture, baskets, whatever appeals to you. For organization, I recommend the FlyLady system. (www.flylady.net ) Color on the walls can create the mood you'd like without adding any clutter. You can also add colot with potted plants or fresh flowers. Hope you enjoy your flat.
paint a different color for each room, but do not clash the colors. the best colors are pastel. like, sunny yellow for the living room, orange for the dining, and so on.

as for the stuff that's "always in a mess", purchase or build your own shelves. they can look nicer if they come with slide-in glass doors. arrange your stuff in it (the bigger the shelf, the better). put the shelf somewhere in your flat where you think it would look ok. next thing you'll know, your flat suddenly became spacey.

you could also put a shelf in your room for your private stuff, but make it smaller.

and dont forget to clean the cupboards, or install one if you dont have them yet. the kitchen's the messiest place in the house so better make it to a point to clean it all the time. hope this helps.
Colors help to make a room seem larger or smaller (lighter/brighter makes it seem larger, unless you are using out lining a room in molding typically). Accents in a room are very important. If your room is basically yellow and green, you might want to accent with black or red for example. As for organizing... there are many ways of hiding away little items... I would use small shelves, tables, or artistic wall units as a decorative space saver...these can hide and/or display little things while keeping things off of the floor. Just remember to keep the room simple in colors... accents should be the "wildest" component of the room. Best of luck! Start with organization. You can go to WalMart or Home Depot and buy all kinds of shelves and bins for organization. Get rid of the things you do not need or want. If you haven't used it in the 6 months, get rid of it. Put clothes away; odds and ends in a bin. Buy some cheap baskets to put magazines, paperwork, bills etc in.
After you have organized, paint the rooms a nice bright color. I love a light creamy yellow. It is bright, cheery and make the room appear much larger. Use window treatments that let the light in. Don't go with dark colors. Try using scarves or toppers with blinds. Area rugs look great. Accent with pillows; knick knacks, but minimize the clutter. Shop yard sales, thrift stores and auctions for neat items. Remember, Krylon spray paint works wonders.
