Often what you need to do is squeeze the wires that hang off cover until they fit inside the housing of the light, then they should hook into little "brackets" inside the housing. Then they slide up flush with the ceiling.
Hope this helps.
I use a needle nose plier to hook the trim rings to the housing, there are holes there for that purpose.
